
Downtown and Medical District Master Plan
A coalition of organizations, including the City of Springfield (City), Community Foundation for the Land of Lincoln (CFLL), Springfield Sangamon Growth Alliance (SSGA), Downtown Springfield, Inc. (DSI), and the Mid-Illinois Medical District (MIMD) are requesting proposals from qualified firms to assist in the creation of a new Downtown and Medical District Plan. The successful firm or team (Contractor) will work with coalition organizations, other institutional stakeholders, elected officials and citizens on a multi-disciplinary planning effort.
The Contractor will be required to demonstrate experience in solutions to the complexities of planning for Downtowns or Medical Districts, with demonstrated capabilities in the following professional disciplines:
- Market analysis
- Urban design
- Special District management
- Public participation and communication
DSI will serve as the local liaison for the Contractor. CFLL will serve as the fiscal agent for all financial and contractual purposes. The Contractor will collaborate with a Steering Committee (SC) appointed by the aforementioned organizations (Coalition) on the overall plan, and provide issue expertise, local experience and other capacity on certain topic areas.
The plan process is scheduled to occur over 12- 18 months starting in early 2022.
PURPOSE
The Downtown and Medical District Master Plan will guide development and activities for the next 10-20 years.
An overarching concept to be addressed in the Plan is how best to integrate two distinct adjacent geographic areas in the inner core of Springfield. The Plan should address opportunities for the two districts to coordinate development and delineate when the districts should remain distinct.

- Notify Consultants to be interviewed: February 15, 2022
